

What you can do is kill all processes running in the background. You can try kill the Antivirus - for me, this gave me a significant boost, but it doesn't neccesserily need to and make sure you have as much ram available for the gameplay as possible. Unfortunetely there is a small group of people like you, who would love to play games on higher graphic settings but at the same time, they are on the RAM limits.

PC players usually don't update GPUs, they update RAMs, cause they are cheaper, so more people even on bad PCs can still play the game if it's RAM restricted, not GPU restricted. The GPU is the most expensive part in the PC. Basically for the same reason other games use lowpoly models. Now I understand you are hating the game, cause it worked for you before, but let's see why they changed it.
Although you have kinda good GPU that could easily drive this on higher details, you are lacking RAM.

Now you may say, "you doofus, you probably set the textures to low yourself", but they're set to the highest I can get, medium. I would say they're set to low, but i'm pretty sure the game doesn't even HAVE textures this low. I haven't opened the game in a few months, picked it up now and suddenly it looks horrendous.
